ICC had revealed in a statement, “If the bowling team is not ready to bowl the next over within 60 seconds of the previous over being completed, a 5-run penalty will be imposed the third time it happens in an innings.”

The stop-clock rule was made necessary by ICC to speed up the over rates. According to the rule, umpire will regulate the amount of time taken between the overs on clock. If the bowling team exceeds 60 seconds of time in initiating the next over, five run penalty will be imposed. Penalty will be imposed only if it happens thrice in an inning.
